Ethnic Chapter Policies on Children and Youth

The ICBF (Instituto Colombiano de Bienestar Familiar / Colombian Institute for Family Welfare) is the Colombian Government entity that works for the integral protection of early childhood, childhood, adolescence and the well-being of families in Colombia, providing special attention to those in conditions of threat, nonobservance or violation of their rights.

Under this project, ACDI/VOCA works with indigenous organizations and Black, Afro-Colombian, Raizales and Palenqueras (NARP) communities at the regional and national levels to formulate the indigenous chapter and the NARP chapter of public policy for children and adolescents.

  • Support efforts for the participatory formulation of a chapter of Black, Afro-Colombian, Raizal and Palenquero communities in the national policy for children and adolescents
  • Support efforts for the participatory formulation of an indigenous communities’ chapter of the national policy of children and adolescents
  • Identify infringements that impact infants, children, and adolescents in indigenous communities
  • Development of intercultural dialogues around the issues affecting indigenous and NARP communities
  • Define the methodology for working at the regional and local levels, taking into consideration the particularities of the different territories represented by the five national indigenous organizations
  • Organize a meeting of the third Subcommittee of the National Space for Prior Consultation of NARP communities to review and discuss the proposed methodology for the creation of a NARP chapter
  • Formulated chapters of the national policy of children and adolescents for the Indigenous communities and black, Afro-Colombian, Raizal, and Palenquero communities.
