Emmet Murphy
Chief of Party, Haiti
Emmet Murphy is a development consultant with over 12 years of experience in Africa and the Caribbean. He has expertise in agricultural commodity markets, project management, agricultural finance, market information, HIV/AIDS-related projects and food aid management. Mr. Murphy currently serves as chief of party for ACDI/VOCA’s five-year PL 480 Title II Multi-Year Assistance Program for Haiti funded by the USAID Office of Food for Peace valued at approximately $37 million. ACDI/VOCA uses an integrated approach to increasing food security in Haiti that includes the promotion of sustainable livelihood strategies as well as a focus on health and nutrition. Prior to his tenure in Haiti, Mr. Murphy started his own consulting firm, Agro Afrique Consulting, specializing in the diagnostics of agricultural marketing systems in Africa. From 2000-2005, he served as deputy chief of party and monetization manager for ACDI/VOCA’s PL 480 Title II Program in Uganda. He has authored numerous papers, including "Rapid Market Analysis Toolkit for Sudden-Onset Emergencies Phase Two: The Toolkit Framework, Key Issues, Deliverables, Guidelines, Methods, Annexes,” “Market Analysis Tools in Rapid-Onset Emergencies: Phase One Report,” “Nutritional Impact of the Title II Feeding Program Targeting People Living with and Affected by HIV/AIDS in Uganda,” and several Bellmon Analyses throughout Africa. He earned his M.A. in international political economy & development at Fordham University, in New York City and his B.A. in international relations from the University of California, Davis. He is fluent in French and is proficient in Lithuanian, Luganda and Twi.
